A high-energy laser can be an exceptionally cheap way to destroy a drone or other airborne threat, but only when the atmosphere allows enough energy to reach the target. In poor weather, the key question is not whether a laser works in principle, but whether commanders can trust it to work quickly and reliably enough when failure has consequences.
