The easiest way to misunderstand HELIOS is to judge it as a laser and ask a single question: how much damage can the beam do? That question matters, but it is not the most important one. Before HELIOS, the Navy had already accumulated years of experience demonstrating that shipboard lasers could work at sea. The AN/SEQ-3 Laser Weapon System (LaWS), deployed aboard USS Ponce, successfully engaged drones and small surface targets, showing that directed-energy weapons could survive maritime conditions and deliver useful effects against selected threats.
