Within Missile Mismatch
When an expensive intercept still makes sense
An expensive missile can still be worth firing when it protects a ship, crew, power grid, or trade route from far greater losses.

Introduction
The headline comparison of a £2,000 drone against a £2 million interceptor missile is compelling, but it often answers the wrong question. Air defence exists to prevent losses, not merely to destroy threats at the lowest possible cost. If a missile prevents damage to a warship, a merchant vessel, a power station, an air base, or the people operating them, then the relevant comparison is not interceptor price versus drone price. It is interceptor price versus the value of what would have been lost if the drone got through. Defence analysts increasingly argue that focusing only on the cost exchange ratio can obscure the real economic and strategic calculation behind air defence decisions. This distinction matters when assessing both conventional missile defence and the appeal of directed energy weapons. Cheap drones create a genuine cost problem, but the severity of that problem depends heavily on the value of the asset being protected.
Why drone-versus-missile price comparisons can mislead
The standard criticism is straightforward: a defender fires an expensive interceptor against a cheap drone and appears to lose economically. Yet this framing assumes that the engagement’s outcome is determined solely by the price of the two weapons involved.
In practice, air-defence operators are not protecting themselves from a drone worth a few thousand pounds. They are protecting assets that may be worth hundreds of millions or billions. As the Center for Strategic and International Studies (CSIS) argues, discussions focused only on interceptor and target costs can obscure the broader value created by successful defence. [CSIS]csis.orgcost and value air and missile defense interceptsBudget documents for FY2024 suggest that US defensive missiles are, overall, roughly twice as…Read more…
A simple example illustrates the point:
- A drone costs £10,000. - The target is a destroyer worth more than £1 billion, carrying hundreds of sailors.
Viewed as a weapons exchange, the defender appears to lose money. Viewed as a risk-prevention decision, spending £1 million to avoid potentially catastrophic losses may be entirely rational.
Recent analysis from the Modern War Institute makes this point explicitly: the meaningful comparison is often not between the interceptor and the threat it destroys, but between the interceptor and the loss it prevents. This does not mean cost exchange concerns are irrelevant. Rather, it means that cost exchange and value protected are different measurements answering different questions.
Ships, crews, cargoes, and infrastructure as protected value
The Red Sea attacks provide one of the clearest demonstrations of the concept. Public discussion frequently highlighted cases where sophisticated naval missiles were used against inexpensive drones. However, the protected assets extended far beyond the individual ship conducting the interception. Protecting naval forces
A modern warship represents far more than its construction cost. It embodies years of training, specialised personnel, scarce military capability, and strategic presence. Even limited damage can remove a vessel from operations for months.
For that reason, commanders often accept apparently unfavourable missile-to-drone cost ratios. The cost of a single interceptor may be insignificant compared with the operational consequences of losing a major combatant or suffering casualties among its crew. [Modern War Institute]mwi.westpoint.eduthe indispensable interceptor air defense and the problem of cost exchange logicAir defense is not only…Read more…
Protecting commercial shipping
The calculation extends beyond military assets. Merchant vessels, their cargoes, and the trade routes they use also have economic value.
A successful drone strike on a commercial ship may trigger:
- Loss of cargo.
- Repair costs.
- Insurance increases.
- Delays to supply chains.
- Diversion of shipping traffic.
- Higher transportation costs for entire regions.
The Joint Air Power Competence Centre argues that the value of air defence should be assessed partly through the ships that survive and the sea lanes that remain open, not merely through the cost of the munitions expended. [JAPCC]japcc.orgcalculating the true value of air defenceCalculating The True Value of Air Defence13 Dec 2024 — It's not about the cost of a missile against a drone, but the value of the sh…
Protecting critical infrastructure
The same logic applies on land.
Power stations, electrical substations, fuel depots, airfields, radar installations, and communications networks often have replacement costs far exceeding those of the weapons used against them. In addition, damage can create cascading effects across wider systems. A successful attack may disrupt electricity, transportation, military operations, or industrial production far beyond the immediate target. [EPC]epc.euthe new economics of warfareThe new economics of warfare9 Mar 2026 — Patriot interceptors cost roughly $4 million each, while a THAAD interceptor can cost $12–15…
In these circumstances, defenders frequently judge interception based on consequence avoidance rather than weapon-for-weapon economics.
The risk problem hidden behind the cost problem
Another weakness in simple price comparisons is that they ignore uncertainty.
A defender rarely knows with certainty whether a specific drone carries explosives, reconnaissance equipment, electronic warfare payloads, or serves as a decoy for more dangerous weapons. Decisions must be made quickly and often under conditions where failure is unacceptable.
This creates what some analysts describe as a reliability problem rather than a pure cost problem. If allowing a single drone through carries even a small chance of catastrophic consequences, expensive interception may remain the rational choice. [Modern War Institute]mwi.westpoint.eduthe indispensable interceptor air defense and the problem of cost exchange logicAir defense is not only…Read more…
The issue becomes especially acute around:
- Ammunition depots.
- Nuclear facilities.
- Strategic command centres.
- Major ports.
- Population centres.
- High-value naval units.
In such cases, the potential downside of a failed defence can dwarf the cost of multiple successful interceptions.
How value protected changes the case for cheaper defenses
Recognising the importance of protected value does not eliminate the economic challenge posed by cheap drones. Instead, it changes how militaries think about solutions.
The key insight is that expensive interceptors are often justified because the protected asset is valuable, but they are not always the most efficient tool available. Analysts increasingly argue for layered defence systems that reserve top-tier missiles for the threats only they can defeat while using lower-cost options against routine drone attacks. [LinkedIn+2Ifri]linkedin.comCost and Value in Air and Missile Defense Intercepts | Tom…There are many options to take out drones, but only our interceptor…
This is where directed energy weapons become attractive.
A laser system may still be protecting the same billion-pound ship or critical infrastructure site. The value protected remains unchanged. What changes is the marginal cost of each engagement. Instead of expending a missile costing hundreds of thousands or millions, the defender may be able to engage suitable drones using electricity and a system with a much deeper magazine. [Ifri]ifri.orgmapping miltech war eight lessons ukraines battlefieldMapping the MilTech War: Eight Lessons from Ukraine's…12 Feb 2026 — Early reliance on high-end interceptors created prohibitive co…
The value-protected argument therefore leads to two conclusions that can appear contradictory but are actually compatible:
- Expensive interceptors are often economically justified because the assets behind them are far more valuable than the incoming drone.
- Cheaper defensive technologies remain desirable because they can provide the same protection at a lower long-term cost and with less pressure on missile inventories.
Why the distinction matters for directed energy weapons
The debate over cheap drones and expensive missiles is sometimes presented as proof that missile defence is failing. The evidence points to a more nuanced conclusion.
The real lesson is not that interceptors are inherently too expensive. It is that judging air defence solely by the cost of the weapons exchanged ignores the value of the ships, crews, infrastructure, and economic activity being protected. Analysts from CSIS, the Modern War Institute, and NATO’s Joint Air Power Competence Centre have all highlighted that consequence prevention is often the more meaningful metric. [CSIS+2Modern War Institute]csis.orgcost and value air and missile defense interceptsBudget documents for FY2024 suggest that US defensive missiles are, overall, roughly twice as…Read more…
For directed energy weapons, this distinction is crucial. Their promise is not that expensive missile intercepts are irrational. Their promise is that the same high-value assets might be protected with a much lower cost per engagement, allowing defenders to preserve scarce missiles for the threats that genuinely require them.
