Introduction
A laser defence system does not need to know merely that something is in the sky. It needs a fire-control track: a continuously updated estimate of a target’s position, speed, direction and future location that is accurate enough to keep a laser beam on a small point for seconds at a time. That requirement is far more demanding than simple detection. A radar contact may indicate that an object exists, but a successful laser engagement depends on combining radar, electro-optical (EO), infrared (IR) and sometimes radio-frequency (RF) observations into a single, high-confidence track. The process is known as sensor fusion, and it is one of the most important enabling technologies behind modern directed-energy weapons. The challenge is that every sensor sees the world differently. Most laser defence engagements begin with a sensor that can search large volumes of airspace. In practice, this is often a surveillance radar. Radar can scan continuously and detect moving objects at long range, providing the first indication that a potential threat exists. However, the initial radar track usually contains uncertainty. Sensor fusion begins by treating that first detection as a cue rather than a final answer. Command-and-control software distributes the radar track to other sensors, directing them toward a specific area of sky. The result is not a simple average of sensor readings. Instead, the system continuously asks:
- Which sensor currently has the most reliable view?
- Which measurement is likely corrupted by clutter or noise?
- Are all sensors observing the same object?
- How certain is the current track prediction?

A handoff can fail for several reasons:
- The camera cannot find the target inside the radar uncertainty region.
- Multiple objects appear in the same field of view and the wrong one is selected.
- Atmospheric effects degrade the optical image.
- Latency causes the camera to point at where the target was rather than where it is.
