The key problem is not simply that the atmosphere is wet. It is that fog and rain fill the beam path with countless water droplets that interact with the laser light.

When a high-energy laser travels through clear air, most of its energy continues toward the target. In fog, however, the beam encounters a dense field of tiny suspended droplets.
